Where I can find financial help for sick boy?

I am writing on behalf of my cousin who lives in Russia. She is asking for assistance for her son, who was diagnosed with Meningitis, Hydrocephalus(water on the brain),Epilepsy when he was 19 months old. Now he is 28. In 2007 the surgeon placed cheapest shunt they had . And his shunt starting to fail. it's gets dirty very quickly and has to be cleaned 3-4 times a day. To replace for better one they need $7,200.00. They cannot afford this due to price. It is very uncomfortable to ask for donations but it's only way to give her son some quality of life.
