Does the car really need an additional smog?

I'm trying to buy a used car from a private seller and he has promised to smog it to get the paper for me to show it to the DMV when I register it in my name. He has just informed me that because the car is registered in LA (a much more polluted city), that he will need to have do an extended smog that costs much more than the regular smog. The city I'm buying it and where he currently resides is a pretty green city. Is it true that he will need to have an extended smog for me to register it because it's registered in LA or could the person making the smog just be wanting more money out of him? I'm new to all of this, so thanks for your answers!
