Should we have to pay for this?

My daughter hit a dog the other night, and pulled over to check on it. Neighbors, owners came out to see.. Turns out the dog belongs to someone she knew. She injured its leg. She apologized, said she will pay half, she felt like it was partially her fault for hitting him, but also he just darted out in front of her and couldn't really avoid him. SHe even told me she was going to pay them half of the bill. Days went by, and she never told me that she changed her mind about offering to pay half. She listened to her friends who all said she shouldn't owe a dime, not her fault. She suddenly became evasive, not responding to their calls, texts. They all know the guy and hate him. The people have hounded her by phone, followed her, yelled at her in a convenience store because she hasn't answered their calls. They came to our home, ( we are her parents) knocking last night telling me the problem they have with my daughter not paying them half as she promised. keep in mind these are rough, back woods, scary people.. nobody i would want to continue having at my house for ANYTHING. They gave me a bill of 1500., the dog had his leg amputated. Owner gave the vet office as collateral a camera and title to his truck, and paid what cash he had.. He asked for the assistance of 250.00 to call it even., I paid them, but my daughter is furious.. Told me I should have ordered them to leave, call the police.. I told her I don't want to see them again over here, the boy has caused her so much potyher trouble, previously landing her in juvie. They are not people i want over here, so i just paid him thw 250, thought it was fair since she hit the dog and said she would pay. Was that right to do that? Had i not paid, they would harrass us daily, and i figure i paid to get rid of them.
