Why is my cat so freakin crazy?

I don't think I've had a cat this crazy before he's absolutely nuts! Lol. He's about a month old and he runs around like crazy with his nails out, he playes really ruff even when I his at him and ignore him when he hurts me I'm trying to teach him I'm not a toy but he just doesn't seem to get it :( I want him to be cuddly and loving lol. Any advice?
